A Consumer Guide for Security Personnel Services

CRITERIA FOR SELECTING PERSONNEL SECURITY SERVICES

The following checklist will provide consumers with a guide to obtaining professional qualified security products and services:

WHAT IS A SECURITY OFFICER?

A Security Officer is a licensed person employed by a Security Agent who provides and maintains the security of premises and property, controls access and exit on premises, maintains the safety of the premises and personnel and the protection and escort of valuables.

WHAT IS A CROWD CONTROLLER?

A Crowd Controller is a licensed person employed by a Crowd Control Agent to work on behalf of a licensee, owner, lease holder or authorized manager to maintain a peaceful environment in any licensed premises, place of entertainment, public or private event or function.

MOBILE PATROL SERVICES

Mobile patrols are ideally suited to ail types of property protection. These services are highly flexible and can be tailored to your requirements.

STATIC GUARD SERVICES

Property protection is a specialist area and should be carried out by professionally trained personnel.

CROWD CONTROL SERVICES

Crowd Control is a specialist area and should be carried out by professionally trained personnel.

ARMED GUARD SERVICES

Security Officers who carry firearms provide specialized security in the protection of valuables and cash in transit. These are the only occasions when a security officer is entitled to carry a firearm by law.

ARMORED VEHICLE SERVICES

Armored vehicle operators specialize in the secure transport of valuables and provide technical services for the malfunction of ATM's.

SECURITY TRAINING

As a requirement by law the licensing of Security Officers and Crowd Controllers is granted subject to the personnel undertaking a training course which is accredited by the Training Accreditation Council under Section 27 of the Vocational Education and Training Act 1 996, and which is provided by a person who is registered by that council as a training provider under Section 27 of that Act and has been given approval by the Police Commissioner under regulation 16(3).

Licensed Security Officers must complete an approved training course in watching, guarding and protecting property. Security Officers with baton endorsement must compete a training course in watching, guarding and the protection of property including the use of a baton.

Licensed Crowd Controllers must complete an approved course in crowd control activities. Such courses incorporate the following areas:

SECURITY AND RELATED ACTIVITIES (CONTROL) ACT 1996

The Western Australia Police Service is the licensing authority for the Security and Related Activities (Control) Act 1 996.

This legislation affects any person who wishes to engage in Security occupations. These include Security Agent, Security Officer, Security Consultant, Security installer, Inquiry Agent, Investigator, Crowd Control Agent, and Crowd Controller.

Any person for whom the license holder is performing a service under that license must on request produce his/her identity card for inspection - section 61 (2) (b),

The Recommendations contained in this brochure have been prepared by the Security Agents institute of W.A. (inc.) Personnel Services Committee to assist the general public.

CONSUMER COMPLAINTS

Any person wishing to lodge a complaint against a security provider should do so to the Commercial Agents Squad. The SAIWA has a complaints procedure in place for Institute Members and such complaints should be directed to the SAIWA Secretariat.
